Historically, citizens and independent overseers have been mere spectators of public procurement, limited to requesting contract copies months after they are signed. Transparency 360 creates a digital twin (Clone) of the ongoing project or contract, where the contractor is obligated to report their milestones (with geolocation or images) and the public interacts via a verifiable two-way channel.

- Digital Twin for Public Works and Services: Every infrastructure or service provision contract is mapped onto a 360 Dashboard. If the construction of a hospital is contracted, the platform reflects the progress reported by the construction firms.
- Active Multi-Channel Oversight: If the contractor reports "Foundations completed" and a citizen notices the lot remains empty, the citizen uploads a georeferenced photo to the platform. The Transparency 360 AI ascertains the visual anomaly.
- Autonomous Control Alerts: Requires no manual lodging of grievances at physical counters. Should the system detect inconsistencies between the "Executed Amount" and "Civically Validated Progress", it dispatches instantaneous red alerts to the Prosecutor's Office and the Comptroller's Office, provisionally freezing disbursements via ITOC.
